89th Legislative Session

Government Efficiency

Texans deserve a government that works as hard and efficiently as they do. Senate Bill 14 established the Texas Regulatory Efficiency Office—our very own Texas DOGE. This legislation marked a transformational step toward cutting red tape, eliminating outdated mandates, and delivering real savings for Texas taxpayers.

School Choice and Parental Rights

The 89th Legislative Session went down in history as the year lawmakers made School Choice a reality. SB 2 dedicated $1 billion to a new school choice program, establishing Education Savings Accounts (ESAs) that provided eligible families with up to $10,900 annually for private school tuition and related educational expenses. Additionally, the Texas Legislature advanced SB 12, the Parental Bill of Rights, to reinforce parents’ authority over their children’s education.

Responsible AI

Texas led the way in harnessing AI’s potential to serve the public good. After nearly two years of work, hundreds of meetings, and feedback from more than 300 stakeholders, the Legislature passed the Texas Responsible Artificial Intelligence Governance Act (HB 149 by Giovanni), creating guardrails that preserved privacy and promoted innovation simultaneously.

Defense Against Hostile Nations

As the 8th largest economy in the world with over 15 military installations, our state remained a top target for cyberattacks from hostile foreign actors. To protect critical infrastructure, data, and Texas citizens, Giovanni authored HB 150, establishing the Texas Cyber Command. The new command center ensured a comprehensive, statewide strategy for cybersecurity defense.

Tax Relief

The Texas Legislature passed several tax relief measures to help Texans keep more of their hard-earned dollars. SB 4 and SB 23 increased homestead exemptions. SJR 2 and SJR 85 proposed constitutional amendments related to school district residence homestead property tax exemptions. Additionally, Giovanni authored HJR 6 to create a constitutional amendment banning capital gains tax in Texas. Voters will decide on the ban in the 2025 November Election.

Bail Reform

For too long, activist judges had set bail too low, allowing dangerous criminals back onto our streets. Lawmakers stepped up to keep these individuals behind bars, reforming bail laws through the passage of SB 9 and SB 40.

Texas Strategic Bitcoin Reserve

With the passage of SB 21, Texas was placed on track to have the biggest and best state-managed Bitcoin Reserve. SB 21 established the reserve to position Texas as a leader in financial innovation. The reserve aimed to diversify the state’s investments and hedge against inflation by holding Bitcoin in cold storage for at least five years.

Election Security

Texas lawmakers advanced a series of election integrity measures to ensure only U.S. citizens could vote (SJR 3), improve ballot availability (HB 1661), clean up voter rolls (SB 1862), and enhance data sharing to verify registrations (SB 1470). Together, these actions represented a coordinated effort to strengthen confidence and transparency in Texas elections.

Securing the Electric Grid

The Legislature passed a series of bills to secure and modernize the state’s electric grid. HB 2890 boosted energy independence by expanding the liquefied natural gas industry through a Gulf Coast LNG compact. Additional measures included mandatory threat response drills (SB 2148), the creation of a Texas Grid Security Commission (SB 75), and authorization for geothermal infrastructure projects (HB 4370).

I was saddened to learn today of the passing of Gary Fickes. He was one of the first “political big wigs” I met when I first got involved in politics, and I always appreciated his leadership and his friendship. Gary was wise, humble, and devoted to his family and our community. He served the people of Northeast Tarrant County with dedication - this is how I’ll remember him - a big smile, making our area better. We’ll miss him.

Big news from Governor Abbott’s office today — and important work ahead for Texas!

First, my heart goes out to all the Texans impacted by the devastating floods in the Hill Country. I’m glad to see we’re stepping up not only with immediate relief but with real action to prevent tragedies like this in the future.

Governor Abbott’s Special Session proclamation includes strong, conservative priorities that I fully support and look forward to working on. Some highlights:

✅ Relief & Recovery: Funding for Hill Country flood recovery, flood warning systems, better disaster prep & response.
✅ Education: Eliminating the STAAR test and replacing it with better ways to measure student success.
✅ Taxes: Cutting property taxes by reducing the burden on Texans and limiting spending.
✅ Protecting Kids: Banning hemp-derived products for kids under 21, shielding kids from THC.
✅ Pro-Life: Further protections for unborn children.
✅ Law & Order: Backing law enforcement privacy, cracking down on human trafficking, stronger protections against title & deed fraud.
✅ Government Reform: Banning taxpayer-funded lobbying, empowering the Attorney General to prosecute election crimes, and tackling redistricting.
✅ Water & Infrastructure: Incentives for water projects, and improvements for our state judicial department.

I’m excited to head back down to Austin and get to work delivering on these priorities for Texas families.

Let’s get this done!

I am SO glad to be back home. We had a great session and I'm excited to give everyone an update on what we did - for the state and for hd98. Just these past few days I've been honored to speak to the Grapevine Chamber, the Southlake Rotary Club, the Bella Vista Estates HOA, Milestone Bible Study group and even gave a legislative update at the Bear Creek Bible Church. We have many more events planned and looking forward to seeing everyone soon.
